I refer to the correspondence which you sent me under cover of your compliment slip of 5 January.

Dealing with the first point. Although it is not too clear the llong Kong DCA appears to want to be able to weigh all baggage because of the local custom of carrying a great deal when travelling. With this I would agree. Schedule 15, Regulation 1(3)(a) would, I suggest, need to be retained since it relates to the separate weighing of each piece of baggage etc. Otherwise the DCA will have no power to require baggage to be weighed.

On the second point, the items of work listed in Regulation 13 do not constitute major repairs or replacements as they do not affect the aircraft's main structure or any of its operating systems. If owners/ pilots are to be prevented from exercising these privileges they will be faced with higher costs through having to use aircraft engineers to carry out the work. This will make the proposal unpopular. The reasons given for the proposal seem more emotional than rational; after all we have many highly populated areas in the UK which can be overflown by private pilots who have identical self-maintenance privileges to those which Hong Kong wish to set aside. However the LCA Hong Kong is the responsible authority and certainly knows his few private pilots better than I do, so if he feels he needs to be tougher than we are I would not be disposed to argue.

I do not know what Hong Kong mean by the "spirit of the

Order".
