"However, along with the development of these righteous events, contrary opinions appeared. Throughı bureaucratic essays, some people have alleged that it vas "illegal" to hold the New Year Celebration in the Welfare Committee premises and that the Welfare Committee took all suggestions made it as intentional attacks, and that the ownership of the Welfare Committee's properties was not in order. The intentions of these people look indeed suspicious.
Owing to the above reasons, we would especially mention briefly here a few points of opinion and relate the true situation in the past several years. After his return from the diabolical grip of the Hong Kong British authorities on 12.5.1968, WONG Chung-ping immediately urged that the affairs of the Welfare Committee be rationalised. But from the beginning it was refused by those in power. They neglected Committee affairs in favour of engaging in unauthorised dealings among one another, especially in financial matters. One named CHAN Hip-ping even said,
In the confusion, mistakes are inevitable. ' This really causes suspicion. Were they not playing tricks? And then without any authorisation, a handful of people come together to organise a re-election, to re-write the Constitution, to make new seals and to go out again to collect from residents, their hard-earned money.

They cheated the masses and illegally founded the Sixth Welfare Promotion Committee. It was ridiculous! In the past 4 months, the Committee premises were left cmpty and were now covered with dust. Nobody cared to pay attention to community affairs, cleanliness, security, historical and cultural relics in the Walled City. these circumstances, residents should actively voice their opinions. We want a Walled City where we can live in security, and work in happiness. We want to have clean and quiet surroundings. We should remember for ever that the people of our socialist motherland are always concerned about us. Therefore, we should take even greater care of our historical relics. Residents who uphold righteousness are right. The minority who exploit opportunities, suck the blood of residents and the control public business to line their own pockets, against the opinions and welfare of residents, are wrong.
