The Committee runs the Walled City Kaifong School at 18 Tung
Tau Tsuen Road. It is the largest primary school in this
locality with an enrolment of 1,200 pupils the majority of whom
are not Walled City residents but are merely allocated' to this school by left-wing trade unions. Presently CHAN Hip-ping, Vice-chairman of the Executive Committee is concurrently
headmaster of this school.

The Kowloon Walled City Kaifong Welfare Promotion Committee has a
standing Executive Committee consisting of a Chairman, 2 Vice-
chairmen and a score of Committee members bearing a number of
offices.
The present Chairman is Mr. CHEUNG Yat-fan (-A) and the 2 Vice-chairmen are LEE Wai-kwan ( 李偉群 ) and
CHAN Hip-ping (

). Mr. CHEUNG Yat-fan has been
Chairman since 1970 after the former chairman Mr. WONG Chung-ping
(

) was ousted from power after factional strife
among the Committee members.

Mr. CHEUNG, now in his fifties, is a landowner. He is owner of
the building under construction at 78, Lung Chun Road.
Mr. CHEUNG formerly operated a school, but as a result of poor
enrolment the school was closed down. Mr. CHEUNG, having been
an Executive Committee Member since the formation of the Committ、:
in 1963, is now Chairman.

One of the two Vice-chairmen of the Executive Committee, Mr. CHAN, about 27 years of age, is concurrently headmaster of Kowloon Walled City Kaifong School established in 1968. He was a former student of the past chairman Mr. WONG Chung-ping and was practically not heard of before 1967. He appeared on the local scene after WONG was jailed in 1967 and has ever since
been on active member of the Committee.
