Also, as long as LEGISLATION is lacking, the Antiquities and Monuments Board cannot effectively list buildings in the private sector without the compensation factor being resolved.
But Government-owned buildings in Victoria Barraccks, in the case of the K.C.R., etc., SHOULD LEAD THE WAY, because the development value is easily transferred before landis leased to private individuals.
