It is not expected that there will be a great deal of public interest in the proposed amendments, which are aimed largely at bringing the Ordinance up to date and are unlikely to have any significant effect on the general public.

Honourable Members will be asked to advise whether:

the Railways (Amendment) Bill 1978 at Annex A should be introduced into the Legislative Council; and

under section 29(2) of the Railways Ordinance (Chapter 99), the Kowloon-Canton Railway (Amendment) Regulations 1978 at Annex B should be approved for making by the General Manager, Railway after the enactment of the Railways (Amendment) Bill 1978.

(The Secretary for the Environment (Mr D. J. C. JONES), the General Manager Railway (Acting) (Mr WONG U-lam) and the Deputy Law Draftsman (Acting) (Mr I. C. RANGEL) will attend before the Council for the discussion of this item).
