All references to "railway official" are to be substituted by "railway employee".
(e) Clause 9(a) of the bill seeks to amend section 29(1) to enable the General Manager to make railway rules in place of standing orders. This represents primarily a change in title and is made so as to follow international practice. The same clause also seeks to enable the General Manager to provide in the rules for disciplinary measures with the approval of the Governor. This will increase the disciplinary control of the General Manager over railway employees where this is necessary in order to ensure the safe and efficient operation of the railway.

Because of the change of the title of standing orders made under section 29(1) to railway rules, the bill makes a consequential amendment to section 29(2) to enable "regulations" to be made under section 29(2) in place of rules.
Clause 9(b) also seeks, inter alia, to amend section 29(2) by inserting further regulation - making powers to ensure the better management of the railway.
Clause 10 seeks to amend section 31 of the Ordinance to enable the General Manager to inquire into any breach of the railway rules (made under section 29(1)) by railway employees and to impose any punishment provided in the rules. Railway employees above the ranks specified in the Second Schedule in clause 16
will not be subject to such disciplinary control, and the general civil service disciplinary regulations will apply to them.

These regulations seek to make the necessary consequential amendments to the Railway Rules as a result of the amendment of the principal Ordinance. The bill at Annex A alters the citation of the Railway Rules to "Kowloon-Canton Railway Regulations" (clause 18). The regulations provide for the better control of the carriage of persons and goods on the railway and the payment of fares, and the use of vehicles on railway premises. The opportunity is also taken to amend those provisions which are out of date or ambiguous.
