Section 14
I, Douglas Martin Howes, the general manager of the Kowloon- Canton Railway, hereby certify: -
(a) that I have made a careful inspection of the newly
completed racecourse loop of the Kowloon-Canton Railway between the Sha Tin and University Stations;
(b)
that I am satisfied from the advice which I have received from my engineers that the track and signalling works on the new loop of the railway are in a sound condition; and
(c) that in my opinion, as advised by my engineers, the
new loop of the railway can be opened for the carriage of passengers without danger to the public using it.
