During our final discussions in Peking with Vice-Minister Wang, I undertook to write to you from Hong Kong to make certain observations about the modernisation of the route from Kwangchow to Shum Chun.

While we were in Kwangchow we had most useful discussions with the Deputy Director of Administration and his officers, who were most helpful in discussing your future plans for traffic movement.

All of the members of the Mission had the opportunity to study the general characteristics of the line by riding in the locomotive.

We obtained from the Deputy Director, details of the line, curvature, signalling and the present timetable for the working of both passenger and freight trains.

Our consultancy company, Transmark, is already working in Hong Kong for the Kowloon - Canton Railway in the design and supervision of the modernisation of that railway to Lo Wu. We have had discussions with the General Manager of the Kowloon - Canton Railway to obtain his plans for future traffic development as it is obviously of benefit to both concerns that there shall be complete compatibility between the two systems.

We have not had time to study carefully the considerable amount of material which we have obtained and therefore the following comments are superficial only and much more study must yet be carried out.

First, the route is very well constructed and is maintained to a high standard. The achievement of a higher speed is possible except for a few curves which might be capable of improvement. Construction of a second line would not present the problems of a more mountainous area but would, nevertheless, be expensive.
