Hong Kong is interested in any suggestions for improving travel arrangements between Canton and Hong Kong. The Governor said as much when talking to the Vice Chairman of the Ivangchou Revolutionary Committee, Lo Fan-ch'un, on 12 Jetober.

The Hong Kong Government would be willing to discuss the technical arrangements for such a service at any time. The discussions could be arranged either through the Political Adviser's office or through the two railway

administrations.

In making arrangements for a through train service, Hong Kong would wish to ensure that certain practical requirements vere met. They would assume that the through train service was only for tourists, or those holding visas or re-entry permits for Hong Kong. Key arrivals to Hong Kong without valid visas would continue to make use of the existing arrangements. jiong Kong would also wish to make sure there vere agreed procedures for returning anybody who accidentally took the through train without adequate documentation.
