Since then, the Corporation has let contracts and about a quarter of the MIS construction works has been completed within the 1975 cost estimates. Any physical problems encountered have either already been overcome or are being overcome. The Corporation is confident that the project will be completed on time.

The Corporation has approached the Government with a recommendation from its Board that the MIS be extended to Tsuen Wan as soon as possible.
Objectives of this Memorandum

The objectives of this memorandum are:
to consider the transport need for the extension to Tsuen Wan (paragraphs 8 to 14);
to summarise the proposals by the Board of the Mass Transit Railway Corporation for extending the Modified Initial System to Tsuen Wan (paragraphs 15 to 22);
to set out the major assumptions underlying the proposals (paragraph 23);

to examine the validity of these assumptions (paragraphs 24 to 36);
(e)
to set out the steps the Government will have to take before work can start on the extension (paragraph 37 );

to come to a conclusion (paragraphs 33 to 44);

to seek Honourable Members' advice (paragraph 53).
