MEMORANDUM FOR EXECUTIVE COUNCIL'

PROPOSED EXTENSION OF THE MODIFIED INITIAL SYSTEM OF THE MASS TRANSIT

RAILWAY TO TSUEN WAN

Introduction

In April 1972, after considering memorandum XCC(72)27, Honourable Members agreed in principle to the construction of the Full System of the Mass Transit Railway as a means of avoiding unacceptable congestion on parts of the urban road network. The railway was to be developed in stages, the first section being the 20-km Initial System and the extension to Tsuen Wan being a later stage.

On 9th September 1975, after considering memorandum XCC(75)55, a copy of which is at Annex A, Honourable Members advised and the Governor ordered, inter alia, that, subject to satisfactory completion of the documentation for the financial arrangements:

(a)

contracts should be let for the construction and

equipping of the Modified Initial System (from Kwun Tong to Central); and

(b)

a motion should be introduced into the Legislative Council to authorise the giving of Government guarantees for loans for the Modified Initial System (MIS) of the Mass Transit Railway...

The objective behind the MIS was to select those portions of the Initial System serving the highest concentrations of population and to defer or reduce capital expenditure so that the best return on a limited investment could be obtained. Another factor in determining the configuration of the MIS was the requirement for a large depot and workshop which could be provided only at Kowloon Bay.

The Mass Transit Railway Corporation Ordinance 1975 was brought into operation on 28th September 1975 and the Board of the Mass Transit Railway Corporation was appointed.
