1. I attach a telegram from Hong Kong asking for legal advice on the question of the extent to which the Hong Kong Government can submit to other jurisdiction and in so doing submit HMG to that jurisdiction.

2. From a purely lay point of view the argument put forward in the telegram would seem reasonable. is also likely to be considerable benefits to the UK as a result of British companies being awarded contracts in the project in question.
