Before implementation of the complete tunnel system is needed in 2000, there could be a case for developing further tunnel sections because of the improvements in speed and service reliability that would be achieved. considered most likely to apply in Western, especially if the re-alignment of the LRT along Connaught Road does not appear feasible. A second possibility for further interim tunnel construction would be through North Point, where passenger boarding/alighting levels are high and it is difficult to eliminate highway traffic cross- movements in the same way as between Central and

North Point.

Such schemes could form a third phase of LRT upgrading, but it should be realised that except by releasing on- street capacity, they will not in themselves, increase the capacity of the public transport system. The construction of all further tunnel work is critically dependent on the progress made with the Waterfront Road improvement schemes. In the medium term, it seems probable that reclamation works and associated

highway schemes would permit the construction of a segregated LRT line between Whitty and Kennedy Town over which passenger services would be reinstated, and which would also improve depot access.
