The other major transport project that will have a significant
effect on the Corridor is the construction of the MIS and the
Tsuen Wan Extension. The MTR will have two effects:
(i) It will deliver a large volume of passengers
(ii)
at Admiralty and Chater where a significant
proportion will transfer to another mechanical
mode; and
There will be an alternative public transport system
available on Kowloon providing a high level of
service.

The implications of point (i) above are that the recommended
system should, if at all possible, improve interchange
arrangements over those that will initially be possible when MIS is opened.
The implications of the second point is that once MIS is
operating travellers in the corridor will question why
a significant improvement in the level of public transport service is not planned for the Island Corridor if the proposals
did not involve more than a possible upgrading of the existing
tramway.
Conclusions
3.29
The conclusions the Study Team have drawn from the consideration of the factors described in this Chapter are as follows:
(i)
If public transport infra-structure is required
to provide for interchange or an improvement of
service levels over that possible on the surface
and if these were provided through the public
sector a lower rate of financial return may be required than if the private sector were to provide
the same facility. This enables fares to be lower
and greater use to be made of the facility. The
analysis suggests that in these circumstances the
amount of such investment should be limited if it is to be justified in cost/benefit terms.
