The purpose of the evaluation was to minimise the subjective element of the selection of a preferred strategy and thereby aid decision making. The ICS has significantly extended the formal evaluation of transport projects in Hong Kong but in common with other studies elsewhere it is not possible to eliminate the need for judgement in the selection of the
preferred strategy. Furthermore because of the necessarily innovatory nature of some of the evaluations made there is more genuine professional debate about the appropriate value of some of the parameters used in the evaluation
process.

In addition to the evaluation criteria themselves there
must also be some uncertainty about the future levels of demand that should be used in the analysis. ICS has developed demand forecasts that are considered to be the most appropriate for the purposes of the study and in the light of the best information available. However there
are a number of factors that could influence the demand
forecasts and these are reviewed in the third section of
this Chapter.
Finally it must be noted that the ICS is only concerned with public transport in one area of Hong Kong. In developing the recommended strategy it is necessary
to review the other elements of the transport system and to take account of the possible effect of committed projects. This applies particularly to major road projects and to the mass transit railway sections under construction.
