Thus the final test of Option C involved revisions to take account of the lower demand levels commensurate with higher fares and a shortened tunnel section. The net present value of this system compared with Option A was found to be +$140m.
The cost benefit results therefore suggest that an LRT system
can be a better option than just upgrading the existing tram service. The extent that it is better will depend upon
the phasing of the system and whether benefits can be achieved before 1983 (as required by the specification of Option C).
This would be possible for example by using a light rail
vehicle that could be used on the existing track or with
limited realignments of the existing track to accommodate
a wider car.

In addition the issues raised at the end of Chapter 11 of Interim Report 8 still need to be considered to confirm a
number of the detailed feasibility and cost issues of an LRT system. These matters are discussed in the next Chapter.
