(vi) the construction of new roads to increase capacity

and speed; and

(vii) restrictions on the use of low capacity vehicles

The ICS has been particularly concerned with the development

of measures and schemes designed to improve the speed, reli- ability and capacity of public transport (viz items i, ii and iii above). However the development of a recommended

strategy has also taken into account the measures being

considered by Government under the other headings noted above and this is discussed further in Chapter 3.

The Alternative Systems Evaluated

At an early stage of the study a wide range of transport systems were described to, and discussed with, the Steering

Group. Following this initial review the principal features

that determined the systems evaluated in detail were as follows: (i) in view of the need to make some improvements in

the Corridor as soon as possible to exclude

technologies or systems that have not been proven

in revenue service elsewhere;

(ii) to select a discrete number of systems which

would provide a sufficient range of information

from which the recommended system could be developed; (iii) to include the two major public transport proposals

already available for the corridor, viz: the Hong Kong Tramways Company plan to upgrade the existing

tram system and the Island Line section of the MTR

Preferred System; and

(iv) to ensure that each of the systems evaluated was

generally feasible and could be realistically

phased.
