The technical approaches adopted have made maximum use of

previous work and in particular of data and procedures developed during the Comprehensive Transport Study (CTS).

A substantial amount of new work has been undertaken in the

area of alternative transport system definition and in

costing and also in the field of evaluation methodology.

The conduct of the study has involved four principal steps;

(i) Adjustment of the CTS demand forecasts to reflect

land use changes, existing flows and trends in the corridor and the policy assumptions appropriate

to the ICS;

(ii)

The preliminary development and screening of a wide

range of alternative transport systems for the

corridor leading to the detailed specification of

a limited number of options for comprehen sive

evaluation;

(iii) The comprehensive evaluation of four options with

particular emphasis on the financial impacts,

the cost/benefit impacts and the operational

performance of the systems; and

(iv) The development of a recommended transport strategy

for the corridor together with an implementation

programme for the short and medium term.

Existing and Future Problems in the Corridor

Interim Reports 1 and 2 provided a clear statement of the

existing travel conditions and flows in the corridor. In particular Figure 1 shows the vehicular and person flow

at different points along the corridor in early 1977.

The CTS provided a detailed analysis and assessment of likely future conditions. The existing and future problems in

the corridor may be characterised as follows:
