Chapter 4 describes the recommended strategy, placing particular emphasis on the main features of the proposals and how they are envisaged to develop over time in a phased

manner.

Chapter 5 describes the implementation of the strategy and indicates the detailed action that would be needed particularly during the early stages of its development, Examples of possible detailed solutions to key implementation problems are provided. A list is also provided of the key actions

considered to be necessary once the overall strategy has been

agreed.

The objectives of the ICS may be summarised as follows: (i) To examine the demand for travel in the

corridor and the ways in which the demand may be satisfied in the long term (1991);

(ii) To recommend solutions to the long term corridor

public transportation problems; and

(iii) To examine the short term (1981) and medium term (1986) implications of the recommended long term

solutions.

The time available for the study has been limited to 21 weeks in order that the results were available to the Government to enable it to respond to the proposal submitted by Hong Kong Tramways and also for the Working Group on Transport Policy to consider before it finalised a White Paper on Transport Policy. The timescale has naturally influenced the technical approach adopted, however, the Study Team are confident that the methodology and techniques adopted are appropriate for the purposes of the study.
