(c) prior to the commencement of
proceedings with the Lands
Tribunal the Director may by notice
in writing offer to the
claimant such sum (inclusive or
exclusive of costs) as the Crown
is willing to pay in full and final
settlement of the claim or any part
thereof, as the case may be."; and
(b) in subsection (8), by inserting after
"subsection (4)" the following

5. Section 23 of the principal Ordinance is
amended by inserting after "section 21(6)(a)", in each
place where it occurs, the following
