It is proposed to bring the strategy for dealing with the transport problems of the Island Corridor to the attention of the public in the context of the White Paper on Internal Transport Policy. It is expected that the strategy will generally find favour with the public because it would have at its core a fast, comfortable, modern transport mode provided at an early date. The introduction of a segregated right of way for LRVs could result in some reduction in the capacity available for other road users and this could mean that there might be some adverse reaction from private motorists, PLB operators and taxis. Publicity will lay emphasis on the benefits to the majority of travellers in the corridor which would outweigh any minor delays to the users of more personalised forms of transport.

Members are invited to:
approve in principle the transport strategy for the Island Corridor as proposed in paragraphs 7 to 14 above, subject to the satisfactory resolution of detailed issues of implementation;
agree that, subject to the provision of the necessary funds by the Finance Committee of the Legislative Council, Implementation Studies, proposed in paragraph 16 above, should be carried out to seek a resolution of these issues; and
agree that the Mass Transit Railway Corpora- tion should be formally approached to assist in the development of the strategy and, if it is decided to proceed, to develop the mass transit light rail system and operate the LRVs.
(The Secretary for the Environment (Mr D. J.C. JONES), the Director of Engineering Development (Mr H. D. STEAD), the Commissioner for Transport (Mr I. F. C. MACPHERSON) and the Chief Staff Officer, Traffic, Royal Hong Kong Police Force (Mr K. H. LOMAS) will attend before the Council for the discussion of this item).
