Sir Lawrence Kadoorie, chairman of CLP, would very much like a British firm to have this contract (although this sentiment is apparently not shared by all the CLP board), but he expressed doubts about whether it would be worth while for Mr Lippitt to visit Hong Kong, given the huge difference between the British bid and the CLF estimate. Mr Lippitt nevertheless decided to go. I attach a copy of a message which he sent to Sir Lawrence last

week.

I will report the outcome of Mr Lippitt's visit.
