On 26th September 1978, Members considered memoranda XCC(78)73 and XCC(78)75 which, respectively, sought advice on:
(a)
(b)
whether a site on Lamma Island should in principle be granted to the Hongkong Electric Company Limited (HEC) for a power station comprising 2 x 250 megawatt generating sets; and
whether a private treaty grant of a site for a power station at Tap Shek Kok should be made to the Kowloon Electricity Supply Company Limited (KESCO).

As regards paragraph 1(a) above, the Council advised and the Governor ordered, inter alia, to the effect that:
(a)

the lease (for the site on Lamma) should not be concluded until a scheme of control, similar to that already applicable to the China Light and Power Company Limited (CLP), had been agreed with HEC;
HEC be invited to sign a Letter of Intent which would set out the Company's proposals for an agreement with KESCO for interconnection between the two companies, to the satisfaction of the Government, before 1982.

As regards paragraph 1(b) above, the Council advised and the Governor ordered, inter alia, to the effect that CLP be invited to sign a Letter of Intent, which would set out the Company's proposals for an agreement with the HEC for interconnection between the two companies, to the satisfaction of the Government, before 1982.
