Director of Public Works.

Sir,

ANNEX L

No.4 by the hillside of Yeung Shue Wan, Lamma Island.

17th June, 1978.

In the recently published Government Gazette, the Government announces its intention to grant a section of foreshore and seabed in Po Lo Tsui, Lamma Island to the llong Kong Electric Company for the construction of a power plant. Anybody whose property is affected should raise objection within 2 months from the date of announcement, i.e. 19.5.78, and request for compensation.

I must inform you that the proposed lot unfortunately covers the place where my family makes a living. If the Crown lease is granted, we shall be unable to carry on our business, and inestimable losses will be suffered by us. We therefore resolutely oppose to the gazetted proposal.

for

My family and I have been living in Yung Shue Wan, Lamma Island, tens of years. To make a living, our 9-member family relies solely on fishing in the Po Lo Tsui area under Licence 93A granted by the Marine Department. Since we depend on the trades as a life-long occupation for maintaining a livelihood, we have no knowledge whatsoever of any other trades except fishing. In order to develop our trade, all our savings in addition to loans from friends and relatives have been spent on relevant installations in Po Lo Tsui, so as to make the location our permant fishing base. Our income from fishing in that area amounts to an average of $4,500 per month. If the gazetted proposal is implemented, all money invested in our business will be completely lost.

I hereby request the authorities concerned to understand our difficulties. If compensation can be granted for all our installations and our loss in business in the coming 10 years, then we can use the money as the basis for changing trades, and will withdraw our objection that might hinder social development and prosperity.

Please understand our difficulties and accept our request. To save my family-members from unceasing anxiety, your early reply and advice are sincerely requested.

Yours faithfully,

CHEUNG Chow-hei,

Resident of Yung Shue Wan, Lamma Island, North Section.
