In accordance with the terms of G.N. 1242 published in Gazette No. 20/1978, we hereby register our formal objection to the granting of a lease of foreshore and sea bed for the purpose of constructing a power station.
Our main heads of objection are as follows:-
1.
No public statement has been made of projected electricity needs on which the additional generating capacity requirement is based.
2. No public discussion of alternative sites has taken place; at least two possibilities immediately suggest themselves:-
a) an extension of Ap Lei Chau Power Station,
b) a power station immediately adjacent to the China Light site at Tap Shek Kok.

We consider that no lease should be granted until the complete Environmental Impact Statement has been considered by the reconstituted EPCOM, and all environmental objections have been publicly discussed and satisfied. The granting of a lease at this stage both precludes any realistic public discussion, and surrenders Government's control over the on-site operations of the Hongkong Electric Co. Ltd. Environmental controls, to be effective, must be written into the lease conditions (cf. Dow Chemical's plant on Tsing Yi), not discussed after detailed planning and even construction have started.
We therefore request a delay in granting the lease until all the above have been fully and publicly satisfied.
