The method of payment has been requested by the Kowloon Electricity Supply Company Limited in order to facilitate its own accounting arrangements. The downpayment represents that part of the site value which can be apportioned to the A station site and the remainder to the B station site to be paid by instalments. As it is Government policy to accept premia from public utilities grants by 10 equal annual instalments assessed with interest at 10% p. a., there is no objection to this arrangement, which provides for a larger downpayment.

As the programme of development of the power station is closely geared to match the anticipated increase in demand for electricity supply, this programme will of necessity have to be adjusted from time to time in the light of revised projections for future demand. It could also be affected by any arrangements which may be made for interconnection and exchange of power with Hong Kong Electric Company Limited. For this reason, it is not proposed to include in the basic terms the usual building covenant clause requiring the completion of the various phases according to a rigid set of dates. Instead it is proposed that it should be replaced by one which provides for the development of further buildings and plants as dictated by projected increases in the demand for electricity agreed with the Government.
Overhead Transmission Lines

As the power station is sited at Tap Shek Kok, a compre- hensive network of overhead transmission lines has been planned to bring electricity to the urban development areas of the New Territories and Kowloon. This network involves approximately 110 kilometers of overhead lines and some 260 towers. The environ- mental and visual impact of these lines and towers will be quite considerable and the Company has agreed to reimburse the Govern- ment the costs involved in engaging landscaping consultants to advise on the measures to minimise their visual intrusion and to ameliorate their environmental impact. Similarly, the power station site itself is also subject to landscaping conditions imposed by the Government.

The power station will be expected to receive its coal and oil fuel supply from the sea. During the initial period of its operations, coal colliers between 30,000 and 50, 000 dwt would be employed for
