The present electricity supply voltage to consumers is 200 volts single-phase (and 346 volt three-phase). This voltage is used elsewhere only in certain parts of Japan.

In May 1976, in a debate on the adjournment, certain Unofficial Members of the Legislative Council proposed that the voltage should be raised either to 220 volts or to 230 volts. In response, the Acting Financial Secretary said he would consult with industry, other consumers and the power companies before assessing the desirability or otherwise of making a change.

Consequently, the power companies, industrial and commercial associations, utilities, the Consumer Council and academic bodies were asked to give their views. The responses were generally on the cautious side but can be summarised as:

the power companies would prefer a change to 220v/380v;

large industrial consumers see the advantages of a change to 220v/380v;

small industrial consumers were generally opposed to the idea, mainly because of the expense in which they might be involved;

(d)

commerce would prefer a change to 220v/ 380v; and

(e)

domestic consumers would need to see the advantages of a change.

A change to 220 volts

Nevertheless, it is considered that a change to 220v (380v three-phase) in two stages, the first stage to 210 volts and the second to 220 volts, would be worthwhile. It would have the general advantage of :
