COAL FOR HONG KONG/UK MACHINERY FOR CHINA
I have now seen a copy of FCO telegram 274 of 25 May to Peking, a draft of which you sent that day to Mr Fordham here.
No doubt it will be intended to include the Treasury fully in the consultations with Government departments to which the telegram refers.
A three way
compensation deal clearly has attractions. But we shall need to look at the detailed financial arrangements. In particular a point I have in mind is that as there are benefits for Hong Kong it will be necessary to consider to what extent it should participate in any costs involved in the deferred payments.
