I apologise for the length of this letter but felt it necessary to try to convey to you my impressions while they are still fresh. It is clear to me that a vast new field has been opened with goes far beyond 'Project 77'. This is something on which Hong Kong and the United Kingdom can work closely together to our mutual advantage.
21)
A new and imaginative approach is necessary. This could perhaps be best achieved by the creation of a new organization in which the British Government (possibly involving the National Coal Board) would have a definite interest.
22)
My present thinking is that this type of organization would be the best means of dealing direct with the various departments in the Chinese Government.
23)
These are preliminary views it needs a lot of thought.
