Dear Mr. Williams,
I have just returned to Hong Kong having completed our visit to China, a journey into past memories, not without their pathos, but, if we are wise, not insignificant for their bearing upon the future destiny of Hong Kong.

Our itinerary took us to Peking, Chungking, Chengtu, then through the Yangtze Gorges to Wuhan, Shanghai and Kwangchow (Canton).

Everywhere we went we met with a genuinely friendly reception. We were shown all we wished to see, and our questions were answered frankly and truthfully. There is an obvious desire to seek the co-operation of the West in China's effort to meet the country's target for modernisation over the next 8 years.

Returning to China after an absence of 30 years, I knew no-one and had no business connections, consequently the impact of what I had to say regarding 'Project 77' (the package deal for our new power station) was all the more surprising.

Mr. Stones, Director and Deputy General Manager of China Light & Power Co. Ltd., met me in Peking and later in Canton. We had meetings with senior officials of the Metals and Minerals Import and Export Corporation, The Ministry of Foreign Trade, the China National Chemicals Import and Export Corporation, the Kwangtung Electrical Industry Bureau and with Mr. Emrys Davies, Charge d'Affaires, British Embassy.

At these meetings I briefly outlined the details of 'Project 77' and its associated 400KV transmission system and I mentioned that the company's growth rate was on average 12% per annum; also that KESCO wished to purchase a substantial part of its coal requirements from China.
