ina and other Chinese officials. It would I think only serve
confuse all parties, not least the Chinese, if what is a novel arrangement for all were not presented to them virtually as an established procedure. The same comment applies to the Promissory Note scheme where we ourselves envisage discussion with the Chinese Embassy and Bank of China officials here in London over the next few months.
I would hope therefore that whilst indicating to the Chinese the support arrangements which HMG would hope to be able to set up you could refrain from presenting them in such detail. A redraft of your enclosure on this basis is attached.
