I understand from Dougherty that your initial reaction was to agree that if we had a good case for arguing, as we think we have, that the contract with Hong Kong (which has third country status with the Community as far as the Treaty of Rome is con- cerned) would not affect intra-Community trade then we should not notify the Commission under Article 93(3). However now that you have more of the background do you still also agree that it would be better to say nothing informally to the Commission, but be ready defensively to answer questions if they raise them when news of the contract breaks?
