BRIEF FOR SIR JOHN RUSSELL

ON HONG KONG ELECTRIC

Hong Kong Electric are an old established (1980) and

Their present generation

capacity is all conventional steam turbines, with the exception

of one gas turbine which is a Stal Laval unit with a Pratt &

Whitney gas generator.

reputable power generation company.

We have visited them regularly over many years and have

a good relationship. Within the last two years they have also

formed a Consultant Group, Associated Technical Services Limited,

staffed by Hong Kong Electric personnel and operating from the

same premises. The objective is to exploit the knowledge and

experience of Hong Kong Electric in consultancy work, largely in

South East Asia and the Middle East. They have contracted with

Mitshubishi for the electrical distribution network for Riyadh

in Saudi Arabia.

Hong Kong Electric, using ATS as their Consultants, have

issued a specification for a 50 MW peak lopping gas turbine for installation in 1978. We have tendered competitively with an offer for an SK.60 (double ended Olympus C) packaged set, against many international competitors, including UTC (Pratt & Whitney), the

American, European and Japanese Associates of General Electric (including John Brown U.K.), Brown Boveri and G.E.C. of the U.K. (not a Rolls-Royce gas generator).

There are conflicting reports, but we believe we are short-

listed with UTC, Hitachi and possibly Brown Boveri.

Our tender was placed on 14th November, valid until 14th

January 1978, but has been extended at HKE request until the end

of February, 1978.

Hong Kong Electric has traditionally been a reputable Authority.

The more recent steam sets have been purchased from Mitshubishi

in Japan, earlier sets

earlier sets were from English Electric.
