SIR JOHN RUSSELL
HONG KONG ELECTRIC
Thank you for your note of 25th January.
We think it likely that the present Hong Kong- Electric project referred to by John Stewart is their steam set extension programme, for which they are seeking land allocation. We can understand the
pressures to put the power on the mainland and cable across to the Island, but the battle between China Light and Power and Hong Kong Electric is long standing. This latest requirement has fanned the embers; one day the flames must consume Hong Kong Electric.
We hope this does not affect the immediate gas turbine programme on the Island. In fact, one school of thought considers that cancellation of the steam project will increase the gas turbine requirement. in case this is so we have offered an option of an additional SK.60.
Just
The China Light and Power 4 x 350 MW programme has been placed with GEC U.K. and was not open to competitive tender. We talked to China Light and Power in December, and they are projecting a 300 MW gas turbine programme, with 100 MW by March 1980 and a further 200 MW by March 1981. We are, of course, progressing this requirement and are currently preparing preliminary proposals which we will take in in March.
D.
