I wrote to you on 2 February to seek the Prime Minister's approval to Mr Williams visiting Japan from 31 March to 8 April; and you replied on 14 February. The programme now arranged for the visit has Mr Williams leaving Osaka on 7 April and returning to London via Hong Kong. We are now proposing that Mr Williams should stay in Hong Kong overnight on Friday 7 April in order to pay a courtesy call on 8 April on Sir Lawrence Kadoorie of China Light and Power. This is in relation to the Hong Kong power station project, about which I have corresponded with Bryan Cartledge. There is a possibility that the contract for the power station will be ready to be signed on that day; if not, it will be slightly later in London. But in any event Mr Williams would start for London on the evening of Saturday 8 April. Mr Varley is content with this proposal. I should be grateful for the Prime Minister's consent to Mr Williams stopping over in Hong Kong for this purpose.
