Thank you for a copy of your letter of 17 March to David Holt about Mr Williams' proposed visit to Japan and Hong Kong.

As I believe you now know, Sir Lawrence Kadoorie will not be in Hong Kong on 7/8 April when Mr Williams had planned to stop-over in the Colony. However, the Hong Kong Government are very keen that Ministers should visit the Colony to see, through their own eyes, the progress that is being made there and they have assured us that, although time is running short, they are more than willing to arrange for Mr Williams' visit. I therefore suggest that, even if

Mr Williams can no longer achieve his original objective in .visiting Hong Kong, it would be useful if he could still spend a short time in the Colony.

Sir Lawrence Kadoorie is coming to London on 9 April and is spending a week here. He has engagements on 10 and 11 April but is otherwise, as yet, unengaged. It should be possible for Mr Williams to meet Sir Lawrence then (Sir Lawrence can be contacted from

9 April at Flat 3, 15 Grosvenor Square (629 2513).
