PROPOSED VISIT TO JAPAN BY THE GOVERNOR OF HONG KONG
1. Sir Murray MacLehose proposes to travel to Japan later this year to deliver a speech during the visit of a high level trade mission from Hong Kong (Hong Kong telegram number 1077). H M Ambassador in Tokyo sees no objection (Tokyo telegram number 606).
2. We have not been able to find any precedent for such a visit within the last ten years, although in 1977 it was agreed that the Governor should accept a French government invitation to attend the opening of the Hong Kong Trade Development Council office in Paris (in the event, he had to decline since the dates clashed with the presentation of the Budget in Hong Kong). But the proposal certainly makes sense in Hong Kong terms: Japan was by far the largest exporter to Hong Kong in 1977 and the fourth most important market for Hong Kong exports. There are no consti- tutional objections, nor is there any reason to suppose that the Chinese would take such a visit amiss TRED have confirmed that
the Governor's presence would be most unlikely to have any adverse effect on our own trade promotion efforts in Japan.
3. I therefore recommend that we agree to this proposal and submit a draft telegram accordingly.
