The main questions to be resolved here concern:

the desirability of applying a derogation from the rules of origin to products originating in

Hong Kong (certificates of origin without specific details);

the duration of any such derogation;

its scope (products covered).

Delegations' first reactions can be summarized as follows (1):

the German and Danish delegations were in favour of changing the rules of origin;

the United Kingdom delegation and the Commission stated that such a derogation should be restricted to products in categories 19 (handkerchiefs),

9, 20 and 39 (household linen) and to the current

year.

The French delegation could not adopt a position on this point; it wondered, however, about the effects on the South Korean quota of exports of tents and other camping goods manufactured in Hong Kong from materials originating in South Korea,
