Automatic triggering of the mechanism (see point 2 of the above-mentioned working document)
The United Kingdom delegation wanted triggering of the mechanism for Group 1 and 2 products to comply strictly with the provisions of the negotiating directives laid down by the Council see S/1509/77 (COMER 295) page 67.
Trade, production and comsumption figures (see point 3(a) of the above-mentioned working document)
The French delegation wanted it made clear that these figures should normally be communicated for the Community's internal use.
Growth rate of multi-annual quotas (see point 3(c) of the above-mentioned working document)
The French delegation stressed the advisability of making prior provision, for the years following the "basket withdrawal" neasures for a range of quota: growth rates in accordance with, the respective situation of the various third countries concerned.
Working out of an arrangement for "basket return"
This problem was mentioned by the German delegation which considered, in this connection, that the Article 113 Committee should also be regarded as an appeals body if the Commission should decide on a "basket withdrawal" measure (see 3(b)(i) of the above-mentioned working document)
Case of preference countries
The United Kingdom again made known its wishes on this matter see S/937/78 (COMER 97), page 9, point (a) 7.
Legislative implementation
Following a statement by the Netherlands delegation, the question was raised how the Commission intended to give legislative effect to the proposed provisions on "basket withdrawals".
In conclusion, the Committee agreed to return to all these questions at its next meeting on the basis of a new revised version of the working document from the Commission departments.
