Spain

Discussions had taken place in Hadrid in the framework of the administrative

cooperation set up with Spain. The Commission representative introduced and

commented upon a draft Regulation on importa of certain textile products

from Spain. The aim of the Regulation is to officially bring into force the

granting of import authorisations being made subject to proof of export

authorisatione by the Spanish authorities.

In reply to the UK Delegation the Chairman said that the Regulation would

come into force at the earliest on 15 August. Furthermore, the Commission

Services would set up a circular for the adminsitration of the Member States

to provide the "proof" worked out by the Spanish authorities.

The French Delegation expressed a firm reservation on the administrative

cooperation without a suitable arrangement for suspension of export licences.

They would come back to this matter in the 113 Committee on the following

day. The Chairman assured the French Delegation that their remarks would be

taken into account if necessary in the final drafting of the Regulation.

In reply to the Dutch Delegation the Chairman said that the agreed minutes of

the discussions in Madrid were not yet available due to lack of time.

According to the UK Delegation, the Chairman said that the agreed minutes

should record the fact that the Community may suspend imports, but these minutes do not give the (necessary) legal powers to suspend them. As the

Regulation is a legal power, the UK Delegation thought that this Regulation

should give the Community the legal powers to suspend imports when the import

level was likely to change. In reply, the Chairman said that there should

naturally be a possibility for control, but that the Community should commit
