The Commission representative introduced the first draft to modify the Taiwan
limits for 1978 1982 and asked for the opinions of the Member States. It
was the intention of the Commission to make a Regulation on the basis of
Regulation 1023 which empowers the Commission to modify limits in conformity
with the opinion of the Committee.
It emerged from the discussion that the best solution appeared to be to make
a Commission Regulation on the basis of Regulation 1023, modifying, for the
year 1978, the Annex to the Council Regulation of 30.12.1977. Subsequently,
the Commission will propose a Regulation to the Council for the definitive
regime for Taiwan for 1979 - 1962.
This solution could be endorsed by most delegations; some delegations however
reserved the right to communicate later their firm views on the figures en- visaged by the Commission for 1978.
