Hong Kong shall endeavour to ensure that exports of textile
products subject to quantitative limits are spaced out as evenly as
possible over the year, due account being taken, in particular, of seasonal factors,
However, thould recourse be had to the provisims of Article 16 (4), the quantitative lipits established in Annex Il shall be reduced proportionately.
