On classification, Beck (Commission) reported that agreement had been reached on all the issues under consideration. The proposed product descriptions will now go to the Nomenclature Committee for formal approval. On origin, since it had not been possible to put any new proposals for 1979 to Hong Kong for the three categories under waiver (Cats. 19, 20, 39), there was no alternative but to continue along the present lines while continuing to work - for an early solution. Beck supported the Hong Kong proposal for a seminar in March 1979, to enable licensing experts from Member States to see Hong Kong's export control system at work. This could provide a suitable opportunity for discussion of the UK preoccupation with obtaining better arrangements on the use of swing. A UK question on the percentage of swing allowed will be answered by the Council.

Korea
Beck said that intensive consultations were held last week; these would continue bilaterally this week between the Commission Services and Korea. On classification, there had been broad acceptance by Korea of the Commission criteria for several categories. French problems on overshipment were on the way to a solution but for German problems were still outstanding. After long discussion, Korea had agreed to suspend 1978 imports of socks to Germany, at quota level minus 3 million pairs, until the origin problem was solved.

Philippines
Consultations had been requested on behalf of France and Belgium but no date was yet fixed.

India
The Commission hoped the Indians would agree soon on a precise date around mid-January in Brussels for discussion of Italian and UK problems.
5. Mexico
The Commission had asked the Mexicans for formal confirmation of their request for a re-allocation of quotas for Cotton Yarn for 1979. Bevan (Commission) linked this request with similar ones from Colombia and Argentina. He hoped that in the New Year it would be possible to find a satisfactory solution without damaging the quotas of Member States.
