All the supplier countries raised the matter of the size of the existing textile GSP, which was minute in relation to total import trade (± 6%). Most of them pressed mainly for greater security in its use and for simplification of the system.

The negotiator undertook, in the light of the outcome of the negotiations, to see that the Council received proposals for quantitative and qualitative improvement of the textile GSP to ensure fairness and security in its use for the beneficiaries.
In the case of Romania, the Commission representative promised, during the consultations which took place on 6 April and 25 May 1978, but subject to the usual provisos, to work towards the inclusion of Romania in the textile GSP in order to obtain from that country the introduction of a sub-ceiling for unbleached cotton fabrics (category 2) as requested by the Member States.
The Commission considers that it is of the greatest importance that the Community should honour these political and moral undertakings, which preserve the autonomous nature of the GSP intact. The Commission also emphasizes that if these commitments are not respected, this might have a negative effect on the attitude of supplier countries concerned in their application of the agreements negotiated with the Community.
