Thank you for sending me a copy of this telegram which I am sure will be useful to the Missions in the many cities to whom it was addressed. For the most part, Hong Kong has no special interest distinguishable from that of the UK in matters dealt with in these guidance telegrams, but of course on textiles Hong Kong does have a somewhat different view. All these missions are responsible for relations with the UK and its dependencies, so I would like to suggest that they should also be given guidance as to the views of the dependent territories. I would think that this is particularly important in the case of countries in Asia where missions might be expected to know the views taken in Hong Kong. I do not think it would be appropriate for Hong Kong to issue guidance telegrams of this sort as responsibility for foreign relations of course remains with London.
If you think this is a fair point I should of course be glad to assist in the drafting of such a guidance telegram.
