Importers should note that imports under. quota R.19, details of which were published in notice to importers, 1594, are subject to special conditions.

1644: preparation of import arrangements for restricted textiles in 1978

In view of the continuing uncertainty over the renewal of the Gatt Multifibres Arrange- ment at the end of this year, which is subject to the successful outcome of negotiations cur- rently taking place between the EEC and exporting countries, no announcement is yet possible about the arrangements for importing restricted textile goods into the UK next year. Unless the current negotiations result in agreements on quotas to be administered frorn 1 January 1978 by exporting countries, some or all of the eventual quotas will need to be import-administered by Import Licensing Branch. In that case a notice to importers will be published calling for details of past trade; this will certainly be done in the case of Taiwan where the quotas will in any event be import-administered. Of necessity, such state- ments will be called for at short notice.

As in many cases the same tariff headings appear in several categories, and because the categories are not in tariff heading order, traders may find the last table helpful in identifying the categories in which they are interested.

A standard pro forma is available from Import Licensing Branch but statements should not be sent to ILB until called for. Further notices will be published as and when the arrangements to be introduced for 1978 for these and other countries become known.

Traders are warned that some products not currently restricted may well become subject to quotas next year. They are advised to consider carcfully the terms of they are about to place, and are advised not any contracts

to commit themselves irrevocably until the situation becomes clearer.

In order to minimise delays if and when statements of past trade are requested, traders may wish to start now preparing such state- ments for the periods 1975, 1976 and I January to 30 September 1977 in respect of Trousers, slacks, breeches and shorts, of cotton, of man- each of the categories on the following list in which they would want an allocation to import goods originating in any of the following countries: Argentina, Brazil, Colombia, Egypt, Greece, Guatemala, Hong Kong, Hungary, India, Indonesia, Iran, Israel, Republic of Korea, Macao, Malaysia, Malta, Mexico, Morocco, Pakistan, Peru, Philippines, Poland, Portugal, Romania, Singapore, Spain, Sri Lanka, Taiwan, Thailand, Tunisia, Turkey, Uruguay and Yugoslavia.

Traders are advised to prepare their figures in the following units: Yarns - weight (tonnes); Fabrics - weight (tonnes) and square meterage; Made-ups - weight (tonnes) and numbers of pieces/pairs.

The list of product categories shows the general breakdown of products on which the EEC is currently negotiating and any quotas eventually established for the above-mentioned countries, whether import- or export-admin- istered, should be on this basis. Not all categories will be subject to restrictions, and
