For some reason I was sent a copy of the enclosed telegram from Dennis Bray in London about his attempts to persuade you to prepare a guidance telegram on Hong Kong's position for the benefit of British missions overseas.
2. I hope that if any guidance note is drafted it will also cover HMG's position during the negotiations. You may imagine how I shall feel if I am instructed to speak in defence of the Hong Kong line without any indication of the counter arguments on behalf of the EEC!
