Under the restriction of the EEC, quotas allocated

to qualified manufacturers have been curtailed. Items affected include men's and women's carcoats, women's woven suits, woven work clothing, knitted jackets, women's woven jackets and knitted gloves. Of these categories, carcoats to Italy are most seriously affected. Manufacturers can only secure quotas equivalent to 5% of their actual performance. In respect of the Irish market, quotas available for the same kind can only meet 6.6% of the market demand, and for the rest of the categories, the quantities on the average are greatly short to fill the need. The paper quoted people in textiles circules as saying, "Even though we have orders in hand, we have to give up ultimately in face of quota shortage. And, under this situation, it is expected speculation of quotas for "hot" items will prevail."
