if economic conditions do not permit their completion and

also on the need for there to be a parallel understanding

on safeguards enabling contracting parties to take action

against disruptive competition from particular countries.

On the US part the main reservation contains the need to

ensure that there is also progress on agriculture.

There has so far been no discussion about the treatment

of exceptions. This matter is expected to be discussed

only after agreement is reached on the tariff reducing

formula itself.

There is agreement that certain topics in the non-tariff

area are suitable for consideration on the basis of

codes which the principal parties to the negotiations

would sign. The two which have already been much

discussed internationally concern government procurement

and standards. On neither of these however are we close

to agreement. A further such topic is customs valuation

on which the Community has submitted a suggested text.

Other topics which may be able to be dealt with in this

way are countervailing (in order to enable the

United States to move into line with the practice of other

countries), subsidies (which the US are likely to insist

should be linked with countervailing and probably dealt with along
