A seventh is looking at "international framework" and in particular at the
question of whether some alteration of the international trade rules would be
appropriate in the interests of developing countries.

The Non-Tariff Measures Group has some five sub-groups working for it
concerned respectively with:
Subsidies and countervailing
Standards
Customs matters
Quantitative restrictions and
Public procurement.
The Group on Agriculture has sub-groups concerned respectively with dairy pro-
ducts, meat and grains.
12 There follows a short description of where things are on each of these
topics. Many of them are inter related: for example not only must there be
overall reciprocity between developed countries in the results as a whole, but
there must be a measure of balance between what is done on individual topics; the line taken on one topic (eg Tariffs) may be dependent on the line taken on another (eg safeguards).

substantial cut and harmonisation, and in certain cases the elimination of
tariffs.
